The Sacramento office is the firm's platform for California government relations, legislative advocacy, regulatory affairs, administrative law, and public policy. Located near the State Capitol, it represents businesses, associations, institutions, and individuals before the California Legislature, the Office of the Governor, state departments and agencies, and the regulatory boards and commissions that decide their matters.
The work extends past traditional lobbying. Legislative strategy, rulemaking and regulatory comment, licensing and permitting, administrative investigations, agency hearings and enforcement, procurement, and challenges to agency action are handled together, because a bill or a proposed rule frequently becomes an investigation or a contested proceeding.
Sacramento and Washington operate as one platform. Where a matter involves both the California Legislature and Congress, or a state agency and a federal regulator, the firm develops a single coordinated strategy across both jurisdictions rather than running parallel efforts that do not account for each other.
